I have laid before the Lords Commissioners of
Treasury kr. Grindle's letter of the 3rd instant (30587/1916), and its accompanying paraphrases
of telegrams from the Governor of Hong Kong in which
Sir F.H. Lay reports the desire of the unofficial members
of the Legislative and Executive Councile to vote a special war contribution to His Lajesty's Government.
In reply I am to say that My Lords agree with
the Secretary of state in thinking undesirable the
borrowing of a lump sum from the Hong Kong and Shanghai
Bank.
If a local loan is likely in Mr. Bonar Law's
judgment to tap resources not available for Imperial
Loans, Their Lordships would, for Their part, prefer
this method; if it is not, the contribution might take
the form of an annual contribution for a term of years.
